Rule 241
Secretariat Operations and Management Committee

(1) There shall be the following secretariat operation and management committee to determine the policies, programs and budget necessary for the operation and management of the federal parliament and the secretariat, and to supervise, control and supervise them:-
(a) Speaker – Chairman
(b) Speaker of the National Assembly – Member
(c) Deputy Speaker – Member
(d) Vice-President of the National Assembly – Member
(e) Secretary General – Member
(f) Secretary of the House of Representatives – Member
(g) Secretary of the National Assembly – Member
(h) Secretariat Secretary (Parliamentary Studies and Research) – Member
(i) Secretariat Secretary (Administration) – Member-Secretary
(2) In the event that the post of the Speaker is vacant, the Speaker of the National Assembly shall make bye-laws He will act as the chairman of the committee as per (1).
(3) The work, duties and rights of the committee as per sub-rule (1) shall be as follows:-
(a) To do the work related to the operation and management of the Secretariat,
(b) Determining the annual program and budget of the Federal Parliament and the Secretariat and determining the expenditure criteria,
(c) To maintain coordination, cooperation and harmony between the House of Representatives, National Assembly, Parliamentary Committees and Joint Committees, (d) To carry out investigative work necessary to make the work of the Federal Parliament effective (e) Necessary coordination and cooperation with the Provincial Assembly,
(f) To determine the rank and job description of the staff in the Secretariat,
(g) Conducting work related to the professional development and facility determination of the Secretariat staff (h) To determine short-term and long-term policies related to the physical construction and improvement of the Federal Parliament and Secretariat, (i) Acting on capacity building of officers, members and employees,
(j) Preparing the annual agenda of the Federal Parliament, Parliamentary Committees and Joint Committees in coordination with the Government of Nepal (k) Liaison and coordination with other international organizations including the Legislature of the Commonwealth of Nations, the Inter-Legislative Association, the Asia-Pacific Parliamentary Forum, the SAARC Presidents' Association, the Asian Parliamentary Assembly,Cooperation and exchange of parliamentary delegation.
(4) Other work, duties and rights of the committee under sub-rule (1) shall be as prescribed.
(5) If deemed necessary, the committee under sub-rule (1) may invite ministers and officials of constitutional or other bodies to the meeting of the committee.
(6) The procedure for the meeting of the committee as per sub-rule (1) shall be as determined by the committee itself.
